A friend once asked "why do you still surf for web templates when you can create one?". I answered, for fun. But then again I start to ponder and realiazed even if we are capable to create, there are still many great reasons to check out free templates out there.

Thanks to many of the generous souls, most of these web templates found online are no longer the same. A lot of them are high quality, XHTML compliant, cross-browser compatible and comes with Photoshop .PSD files. As a developer cum designer myself, I wouldn’t say you should get a nice free template and implement directly, but rather, check out the structure, design and codes. Labeling, naming, styling and structuring are what interest me more, and I’m pretty sure there’s more if dug deeper.

I’ve came across free SMS services from time to time, but most of them either don’t work for me or the free service is only applicable to specific region only. Chawt, on the other end here, works just fine! And I have to tell you, it’s really hard to find a free online SMS sending services nowadays.

This free SMS sending services requires you to sign up, and activate the account with your cell phone. Just paste the code sent to your phone on the form, activate it and you are good to go. I’ve tested and my friends received them. The only drawbacks is the fact that every messages come attached with a line of advertisement. Well, for something free I wouldn’t complain too much.

With a father from Kenya and a mother from Kansas, President Obama was born in Hawaii on August 4, 1961. He was raised with help from his grandfather, who served in Patton's army, and his grandmother, who worked her way up from the secretarial pool to middle management at a bank.

After working his way through college with the help of scholarships and student loans, President Obama moved to Chicago, where he worked with a group of churches to help rebuild communities devastated by the closure of local steel plants.

He went on to attend law school, where he became the first African—American president of the Harvard Law Review. Upon graduation, he returned to Chicago to help lead a voter registration drive, teach constitutional law at the University of Chicago, and remain active in his community.

President Obama's years of public service are based around his unwavering belief in the ability to unite people around a politics of purpose. In the Illinois State Senate, he passed the first major ethics reform in 25 years, cut taxes for working families, and expanded health care for children and their parents. As a United States Senator, he reached across the aisle to pass groundbreaking lobbying reform, lock up the world's most dangerous weapons, and bring transparency to government by putting federal spending online.

He was elected the 44th President of the United States on November 4, 2008, and sworn in on January 20, 2009. He and his wife, Michelle, are the proud parents of two daughters, Malia, 10, and Sasha, 7.

Official: Obama Likely To Name Locke To Commerce

President Barack Obama's likely third pick for commerce secretary is former Washington Gov. Gary Locke, a senior administration official said Monday.

Locke, a Democrat, was the nation's first Chinese-American governor when he served two terms in the Washington statehouse from 1997 to 2005.

Obama's expected choice of Locke arose less than two weeks after his most recent pick, Republican Sen. Judd Gregg of New Hampshire, backed out. Just over a week after Obama named him and he accepted, Gregg cited "irresolvable conflicts" with the policies of the Democratic president.

The official spoke on condition of anonymity because the announcement has not yet been made.

Obama originally gave the post, which requires Senate confirmation, to New Mexico Gov. Bill Richardson. He withdrew in January, before Obama took office, after the disclosure that a grand jury is investigating allegations of wrongdoing in the awarding of contracts in his state.

Commerce secretary is typically not one of the more high-profile jobs in any administration. As head of the department, the secretary oversees agencies responsible for the once-a-decade census, for oceans policy and for many aspects of international trade, among other things.

The administration recently took steps to assert greater White House control over the census. The outcome of the census has deep political implications, since congressional districts are drawn on the basis of population.

But in Obama's administration, the delay in getting a commerce secretary has been top news in large part because it has been accompanied by other Cabinet troubles. The president still does not have a health and human services secretary, either. Former Senate Democratic leader Tom Daschle withdrew his nomination for that post amid a tax controversy.

The loss of Gregg for the post also highlighted the difficulty Obama has had reaching out to Republicans. Gregg would have been one of three Republicans Obama had put in his Cabinet to emphasize his campaign pledge that he would be an agent of bipartisan change. Despite those and other efforts, Obama drew hardly any GOP support for his main legislative priority, the stimulus package.

Locke, 59, was born into an immigrant family and lived in a Seattle public housing project until he was 6. He graduated from Yale University, which he attended with a combination of scholarships and financial aid, and Boston University Law School.

Locke was briefly linked to the scandal over foreign contributions to President Bill Clinton's 1996 campaign. In July 1998, he gave a deposition to the House Committee on Government Reform and Oversight about his relationships with questioned Clinton donors. But the committee subsequently said the deposition produced no evidence that Locke knowingly accepted illegal campaign donations.

Locke denied any wrongdoing, and he subsequently returned some checks tied to people implicated in the fundraising scandal, including $750 from John Huang, a former Commerce Department official. Huang was the Democratic Party's chief fundraiser for the Asian-American population in the 1996 elections, and he became one of the central figures in the national Democratic Party fundraising scandal.

Also, in December 1997, Locke's political committee was fined a maximum $2,500 by state regulators after it admitted breaking campaign finance laws during two out-of-state fundraisers in 1996.

And in March 1998, state investigators cleared Locke of wrongdoing following complaints that he unlawfully took $10,000 in campaign contributions from members of a Buddhist church.

He lists among his accomplishments as governor a package of tax breaks that persuaded the Boeing Co. to assemble its new 787 jetliner in Everett, north of Seattle, and expanded transportation and construction budgets.

Since leaving office he has been working for the Seattle-based law firm of Davis Wright Tremaine on issues involving China, energy and governmental relations. He argues that global engagement is a way to improve China's human rights record and deal with piracy of intellectual property.

Locke is married to Mona Lee Locke, a former television news reporter who is now executive director of the regional affiliate of the Susan G. Komen Foundation, a breast cancer research and advocacy organization. They have three children.

Obama Pledges: 'We Will Rebuild, We Will Recover'

President Obama in a confident national address Tuesday night told Americans in the starkest of terms that their day of economic reckoning had arrived, and he warned that even more money will be needed to shore up the nation's troubled banking system.

But he also sought to leave a nation yearning for assurance that better times are on the horizon with a powerful note of bold, in-this-together optimism.

"While our economy may be weakened and our confidence shaken; though we are living through difficult and uncertain times," he said, "I want every American to know this: We will rebuild, we will recover and the United States of America will emerge stronger than before."

During his first speech before a joint session of Congress — and perhaps the most important in his brief political career — the president stuck largely to the nation's most pressing issue, the economy. He said he understands the nation's anxieties — from sleepless nights, college tuition bills, lost jobs and faltering businesses.

"The impact of this recession is real," he said, "and it is everywhere."

'Day Of Reckoning'

And in blunt language he excoriated the nation's profligate recent past.

"Our economy," he said, "did not fall into decline overnight."

He called out Washington, Wall Street and Main Street for grasping short-term gratification rather than "long-term prosperity," for failing to pursue alternatives to oil or affordable health care, for piling up debt and for putting off difficult decisions for another day.

"Well, that day of reckoning has arrived, and the time to take charge of our future is here," Obama said.

The president warned that only long-term investments in education, affordable health care and alternative fuels that wean the nation from its dependence on oil will ensure that "this century will be another American century."

"That is our responsibility," he said.

It was the type of astringent message that has become the president's trademark since he took office five weeks ago, while the nation has slid further into recession. Tuesday's speech was not intended to introduce new programs or concepts. This is a president, after all, who, like many before him, has not had the luxury of setting his own agenda.

The agenda has set itself, and he spent much of his speech laying out the steps he has taken to help stop the historic economic slide, while warning that sacrifices will have to be made and priorities realigned.

"And that includes me," he said.

Belief That Government Can Help

Obama stoutly defended his nearly trillion-dollar stimulus plan — attacked by Republicans as wasteful and a burden on future generations and looked upon with suspicion by many Americans — as a necessary immediate step to revive the economy in the short term.

He noted that government has historically played a major role in bolstering the nation's economy: from the Civil War and its railroads to the post-World War II GI bill that "created the largest middle class in history."

"In each case, government didn't supplant enterprise; it catalyzed private enterprise," he said.

Obama said he pushed his stimulus plan "not because I believe in bigger government. I don't." The package, the president said, will save or create 3.5 million jobs and help states and cities keep teachers, health care workers and police officers employed.

The president acknowledged skepticism about whether the plan will work and said that he has tasked Vice President Joe Biden to oversee the historic spending.

"The recovery plan we passed is the first step in getting our economy back on track," he said.

The other initiatives include a fund to help provide auto, college and small-business loans; the plan to help "responsible" homeowners stave off foreclosure; and efforts to shore up banks and ease the credit crunch.

"The flow of credit is the lifeblood of our economy," he said, and recovery will be choked off if it is not restored.

The president flatly acknowledged the unpopularity of helping banks. "I get it," he said, declaring that the days of profligate CEOs are over. "This plan will require significant resources from the federal government — and, yes, probably more than we've already set aside," Obama said.

"But while the cost of action will be great, I can assure you that the cost of inaction will be far greater."

"It's not about helping banks, it's about helping people," he said, to a standing ovation, one of many from both sides of the aisle.

Three Major Initiatives

The president also gave broad outlines for what will be his three major budget initiatives: clean, renewable energy; comprehensive health care reform; and education.

Investments in those initiatives are expected to be outlined in more detail this week, when the president submits his budget to Congress.

"My budget does not attempt to solve every problem or address every issue," he said. "It reflects the stark reality of what we've inherited: a trillion-dollar deficit, a financial crisis and a costly recession."

Obama said that under his budget, failed education programs will be cut, as will obsolete weapons systems and "direct payments to large agribusinesses that don't need them." He reiterated his call to reduce the nation's skyrocketing deficit to about $530 billion by the end of his first term by ending tax cuts for the wealthy and making spending cuts. The president pledged that no family earning less than $250,000 would see its taxes increase by "a single dime. Not a single dime."

He said that the costs of Medicare and Social Security must be addressed; and he said he would soon announce a "way forward in Iraq that leaves Iraq to its people and responsibly ends the war."

Call for Bipartisanship

The president also renewed his call for bipartisanship, a condition that stubbornly refuses to take root in the nation's capital.

"I know that we haven't agreed on every issue thus far, and there are surely times in the future when we will part ways," he said, to some laughter from the packed chamber. "But I also know that every American who is sitting here tonight loves this country and wants it to succeed."

"That must be the starting point for every debate we have in coming months, and where we return after those debates are done."

Though Obama's bipartisan message and his strenuous outreach have resulted in little agreement between the parties, the administration was no doubt buoyed by recent polls that show that about three-quarters of Americans say that the president has been trying to work with Republicans.

And more than 60 percent said that they believed Republicans opposed Obama's stimulus plan for political rather than policy reasons.

"The weight of this crisis will not determine the destiny of this nation," the president said. "The answers to our problems don't lie beyond our reach."

GOP Response

In the Republican response to Obama's speech, Louisiana Gov. Bobby Jindal spoke about his party's willingness to work with the president. "Where we agree, Republicans must be the president's strongest partners," he said.

But Jindal also laid out objections to Obama's stimulus plan — "larded with wasteful spending" — and the "irresponsible" expansion of government.

"Democratic leaders say their legislation will grow the economy," Jindal said. "What it will do is grow the government, increase our taxes down the line and saddle future generations with debt."

Jindal, 37, the son of immigrants from India and considered one of the Republican Party's rising stars, is among a handful of GOP governors who have said they will reject some of the stimulus package money that is flowing to the states. He scolded his own party for diverging from its principles of "limited government, fiscal discipline and personal responsibility." To American voters, he said, "Our party is determined to regain your trust."

Jindal echoed the themes of Obama's main initiatives: energy independence, the crisis in health care and education. But, he said, though their priorities might be similar, their solutions diverge.

"Republicans want to work with President Obama. We appreciate his message of hope," Jindal said. "Sometimes we look for hope in different places."

'An America That Does Not Quit'

In closing, Obama summoned what some refer to as the mythic America: a valiant people working hard, and making future generations proud.

"If we come together and lift this nation from the depths of this crisis; if we put our people back to work and restart the engine of our prosperity; if we confront without fear the challenges of our time and summon that enduring spirit of an America that does not quit," he said, "then some day, years from now, our children can tell their children that this was the time when we performed, in the words that are carved in this very chamber, 'something worthy to be remembered.' "

Obama Health Care Fix Put At $634B Over 10 Years

President Obama's first budget will seek $634 billion over 10 years as a down payment on health care reform, a senior administration official said Wednesday.

The official said Obama's proposal is meant to start a dialogue with Congress over how to provide coverage for an estimated 48 million uninsured while also slowing health care costs, which amount to $2.4 trillion a year and keep rising even as the economy is shrinking.

The senior official spoke on condition of anonymity because the budget won't be released until Thursday.

Obama's request comes on top of recent health care expansions approved by Congress and also described by his administration as down payments toward overhauling the health care system. Those include $32 billion to expand coverage for the children of low-income workers and $19 billion to speed the adoption of computerized health records.

Aside from health care, the budget will extend Obama's signature $400 tax cut for workers, originally enacted as part of the economic stimulus plan.

The budget also calls for an increase in the top income tax rate, from 35 percent to 39.6 percent for couples with incomes above $250,000 a year, said another administration official.

The biggest tax adjustment, however, would come from updating the alternative minimum tax for inflation. That would add $150 billion to the deficit by 2013. The AMT was originally designed to make sure the wealthy paid at least some taxes, but it threatens to ensnare some 24 million middle- to upper-income taxpayers next year.

Obama has called on Congress to send him a health care reform bill this year, but even before the budget arrives on Capitol Hill, senior members of both parties say they are concerned about the cost.

Almost no one believes that Americans are getting good value for their health care dollars. Some experts say 30 percent or more of what the nation spends may be going for tests and treatments of little or no lasting benefit.

But bringing the uninsured into such a costly system won't be easy. Experts say the cost could easily exceed $1 trillion over 10 years, a figure that the Obama administration does not dispute.

Against that backdrop, "it's very hard for me to understand why the answer is to put more money into the system," Senate Budget Chairman Kent Conrad, a Democrat from North Dakota, said at a hearing Wednesday.

Sen. Charles Grassley of Iowa, the senior Republican on the Finance Committee, warned that Obama is walking "a razor's edge between a broken health care system and fiscal catastrophe."

But administration officials say overhauling the health care system to slow increases in costs and get everybody covered is essential to solving the nation's long-term budget problems. They argue that it may take a big investment upfront to reap significant dividends over the long term.

The $634 billion Obama wants to set aside for health care would be almost evenly divided between spending reductions and tax increases.

Obama's plan would trim $316 billion over 10 years from Medicare. Some of the savings would come from scaling back payments to private insurance plans that serve older Americans, which many analysts believe to be inflated. Other proposals include charging upper-income beneficiaries a higher premium for Medicare's prescription drug coverage.

The health care proposal would also limit tax deductions for upper-income individuals and families, raising about $318 billion over 10 years.
